Ingredients:
For the Cupcakes:
1 1/2 cups all-purpose flour
1 1/2 teaspoons baking powder
1/4 teaspoon salt
1/2 cup unsalted butter, softened
3/4 cup granulated sugar
2 large eggs
2 teaspoons vanilla extract
1/2 cup milk
3/4 cup mini chocolate chips (plus extra for sprinkling)
For the Frosting:
1/2 cup unsalted butter, softened
2 cups powdered sugar
2 tablespoons heavy cream or milk
1 teaspoon vanilla extract
Pinch of salt

Instructions:
Preheat the oven to 350°F (175°C). Line a 12-cup muffin tin with cupcake liners.
Make the cupcake batter:
In a medium bowl, whisk together the flour, baking powder, and salt.
In a large bowl, beat the softened butter and sugar together until light and fluffy. Add the eggs one at a time, beating well after each addition, then stir in the vanilla extract.
Gradually add the dry ingredients to the wet ingredients, alternating with the milk, starting and ending with the dry ingredients. Mix until just combined.
Fold in the mini chocolate chips.
Fill the cupcake liners: Divide the batter evenly among the cupcake liners, filling each about two-thirds full. Sprinkle a few extra chocolate chips on top of each cupcake.
Bake: Place in the preheated oven and bake for 18-22 minutes, or until a toothpick inserted into the center of a cupcake comes out clean. Let the cupcakes cool in the pan for 5 minutes, then transfer to a wire rack to cool completely.
Make the frosting:
In a large bowl, beat the softened butter until creamy. Gradually add the powdered sugar, 1/2 cup at a time, beating well after each addition.
Add the heavy cream, vanilla extract, and a pinch of salt. Beat on high speed for 2-3 minutes until the frosting is light and fluffy.
Frost the cooled cupcakes: Use a piping bag or a spatula to frost the cupcakes. For extra indulgence, sprinkle some mini chocolate chips on top.
